The application has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved, please review and address each of the comments below (all applicants are required to follow the design requirements as outlined in the County of Santa Cruz Design Criteria referred to as the CDC hereon). The CDC can be found on the internet by navigating to County of Santa Cruz Public Works Department, Stormwater, Design Criteria (http://www.dpw.co.santa-cruz.ca.us/).

1. This application is a part of the land division, 17-1077, for Marion Henry Construction. Building permit application appears to be missing critical information related to the respective single-family dwellings’ stormwater management plan as prepared by Hogan Land Services. Applicant shall coordinate with the common improvement plans/development and update the building permit application accordingly to match the approved impervious area lot coverage amounts & stormwater design.
a. A copy of the approved Tract improvement plans has been provided to the design team.
b. Please incorporate the approved drainage plans into the building permit resubmittal. Drainage details shall be consistent with the common improvement notes and details. The proposed single-family dwelling runoff shall be directed to the respective biofiltration mitigation on each lot as noted on sheet C7.
c. Please verify all contributing plan sheets lot coverage totals do not exceed the amounts shown on sheet C3 from Hogan Land Services.
d. Submit a completed Appendix A, Project Information and Threshold Determination form, available on the DPW website with the resubmittal as a supplemental document.
e. Label each parcel so that it is consistent with the approved improvement plans.
f. Include a copy of the conditions of approval with the resubmittal.

2. Parcel is located within Flood Control District 5 and shall be subject to an impervious area fee based on the net increase in impervious and semi-impervious area. Common improvements impact fees have already been collected; remaining fees pertain to the individual lots.

3. Upon issuance of the building permit and prior to final inspection, the developer/engineer shall complete a site inspection on the lot and confirm all onsite mitigations were constructed in accordance with the approved building permit plans. Any changes to the drainage plans will require a change order and additional review.


After receiving the requested information above, further comments may be made following the resubmittal. The applicant is encouraged to discuss the above comments with the reviewer, Forrest Revere, to avoid unnecessary additional routings. An additional review fee shall be applied to all re-submittals starting with the third routing.

The resubmittal has been received by the Stormwater Section of the County of Santa Cruz. The submittal has not been approved, please review and address each of the comments below (all applicants are required to follow the design requirements as outlined in the County of Santa Cruz Design Criteria referred to as the CDC hereon). 1. Previously issued comments, at first routing, have not been adequately addressed or incorporated into the second routing plans. Please refer to the approved Tract development plans, as approved by the County of Santa Cruz for MLD 17-1077.
a. A concrete landing is proposed at the rear of this parcel that will encroach on the 8-foot private drainage easement. This shall be removed. A wood step, or equivalent material, that is removeable for future access and maintenance may be considered. The 8-foot private drainage easement shall be more clearly delineated/called out on the building permit so it consistent with the MLD plans.
b. Confirm Parcel 2 lot mitigations, as shown on this application, are suitable in the revised locations. The bio-retention area must not be impeded, if this mitigation is already in-place/constructed then redesign the building footprint accordingly. Coordination with the common improvement contractor and permit designer will be required.
c. Provide more thorough construction details for the driveway. MLD 17-1077 (page C7) notes the pervious paver driveway shall be constructed as part of this building permit application and will direct all water from this area to the onsite bioretention area. Carefully review C4 Detail 9 & C7 from the improvement plans to ensure Parcel 2 drainage patterns will remain consistent. Include necessary details on this permit, including cross-section details, dimensions, compaction requirements, slopes, material type, manufacturer specifications clearly provided (reference to 3rd party information shall not be accepted, include on the plans), diameters, and infiltration rates.
d. Note that a portion of the bell-court below grade mitigation does encroach into Parcel 2. Ensure no conflicts are proposed on this permit in that area of the driveway approach for this parcel. Show the 6’ P.U.E., parking, and new concrete curb & gutter on the resubmittal.
2. Appendix A was not located in the supplemental documents as noted in the response letter. Please include an updated and completed Appendix A – Project Threshold and Determination Form with the resubmittal.
